The Inter-Country Committees Executive Council meeting took place on the afternoon of Friday October 14, 2022 at the Hôtel Alliance, Quai Du Wault, Lille (France).

ICC Executive Council –  Lille 14th October 2022

1 Warm welcome to everybody by the President 2022-24 of the Executive Council Mohammed Ghammam and by the President 2024-26 Nathalie Huyghebaert also showing ICC leaflet.

The International President Jennifer Jones (in video) underlines the role of Rotary for Polio Eradication and for worldwide peace.

2 Ellina Kushnir, Service and engagement Manager, Rotary International and Fergal Mc Carthy, Peace Programs Manager at Rotary International (both in video) have spoken of peace programs of Rotary. Ellina is the reference point of ICC and Fergal looks after Rotary Peace Programs.

Ellina Kushnir has worked in the non-profit sector for over a decade and joined Rotary International in 2011 and currently leads a team of talented professionals responsible for engaging members by helping increase their impact through humanitarian service.

Fergal McCarthy is the Peace Programs Manager at Rotary International.  Prior to his role at Rotary, Fergal worked at the Rand Corporation in California, the Irish Prime Minister’s Office in Dublin Ireland as well as the Irish Foreign Ministry.

Ellina and Fergal emphasized that peace is an important mission for Rotary.

Peace is a cornerstone of Rotary’s mission.

Rotarians can activate the following peace actions:

  • Support Rotary Peace Fellowships, which are offered at seven premier universities around the world
  • Apply for a Rotary Foundation grant to support a project advancing peacebuilding and preventing violent conflict.
  • Support Global Grant Scholars and graduate-level students in fields related to peacebuilding and preventing violent conflict.
  • Learn more about building stronger social systems through Rotary’s work in Positive Peace.
  • Complete the Rotary Positive Peace Academy, a free online course on the positive peace 
  • Plan service projects in partnership with Rotary’s partners, including Rotary Action Groups for Peace and service partners Mediators Beyond Borders International and Peace Corps, specializing in the peacebuilding space.
  • Join an Intercountry Committee.

Both Ellina and Fergal stress the importance of ICC.

3 Serge Gouteyron, Past International Vice-President, recalls the link between Lille and Strasbourg where there were the first peace meetings between Germany and France which led to the first ICC.

Tomorrow the “long road to peace” will be dedicated to peace with two Nobel Peace Prizes.

5 The board 20-22 and 22-24 meet. President Mohammed Ghammam offers gifts to members of the 20-22 board.

6 President Mohamed Ghammam presents the action plan:

  • Creation of new ICC by zones and continents
  • Increase the actions of ICC
  • Have more contacts with Rotary International
  • Participate in the Rotary Institute by presenting the ICC.
  • Modify after consideration the COP 21.020 (ICC)
  • Talk to DGs, DGFs, DGNs .

All approved.

7 President 2020- 22 Cyril Noirtin presents the most important events of his two years:

  • Importance of ICC communication at all levels
  • Frequent relations with Ellina Kushnir and Fergal McCarthy
  • Agreement signed with Rotary Action Groups for Peace .

Approved.

8 Marcel Tilkin Treasurer 2020-22 presents his balance sheet for the two years.

9 Yves Kerkhove Treasurer 2022-24 presents his budget.

10 President Mohammed Ghammam adds to the previous action plan in point 6:

  • try to have an expansion of financial means
  • evolve to become a Rotary program
  • work with all organizations concerned with peace
  • give impetus to communication
  • help set up Global Grants
  • join Rotaract
  • develop peace in parts of the world with conflicts, giving priority to Ukraine-Russia peace and peace in the Mediterranean .

All approved.

11 Bertrand Baranovsky Vice-President explains what we do for communication:

  • the website developed by Cyril Noirtin and monitored by Bruno Scovazzi
  • the ICC Magazine
  • several pamphlets .

Bertrand is considering other means of communication.

Bertrand project the video “Enhance the participation of Rotarians”.

12 Antonio Strumia General Secretary shows:

  • the list of the thirty most important conflicts in the world (Council on foreign relations). In some of these conflict areas there are ICCs
  • the list of 678 ICCs by Rotary zones. There are areas without ICC
  • the list of 678 ICCs per continent. Around 60% in Europe, around 20% in Asia, 10% in Africa and the remaining 10% in the other continents .

The three lists can be consulted on the website.

13 After the coffee break all participants take the floor.

The most debated themes are on the role that ICCs should have with Rotary International. It is emphasized that the tendency of Rotary is to reduce the number of programs (today about 300) to focus on the essentials (we even think we will reach 30).

Many of the participants present their country and the projects carried out by the CIPs.

A memorandum of understanding is signed with the NC of South Africa.

Comité Exécutif des CIP – Lille 14 octobre 2022

1 Après la bienvenue du Président du Conseil Exécutif Mohamed Ghammam, suivie par la présentation des brochures des CIP montrées par le Président 2024-26, Nathalie Huyghebaert, le Président International Jennifer Jones (en vidéo) a rappelé l’importance de l’éradication de la Polio et souligné le rôle que le Rotary et les CIP ont pour la paix dans le monde.

2 Ellina Kushnir, Service and Engagement Manager, Rotary International et Fergal MC Carthy, Peace Program Manager, Rotary International (les deux en vidéo) ont parlé des programmes de la paix que le Rotary International suit. Ellina est la référente du Rotary International pour les CIP. Fergal s’occupe de tous les programmes de la paix.

Ellina Kushnir, après avoir travaillé dix ans dans les organisations non-profit, est depuis 2011 dans la structure du Rotary et dirige une équipe qui crée leadership, intégration culturelle et réseaux globaux dans les communautés du monde où s’engagent les rotariens.

Fergal McCarthy, responsable des programmes de paix chez Rotary International, avant son rôle au Rotary, a travaillé à la Rand Corporation en Californie, au bureau du Premier ministre irlandais à Dublin en Irlande ainsi qu’au ministère irlandais des Affaires étrangères.

Ellina et Fergal ont souligné que la paix est une mission importante pour le Rotary.

Le Rotary a plusieurs actions pour la paix :

  • Rotary Peace activités dans 7 Universités mondiales
  • Projets et Bourses pour la paix financés par la Fondation Rotary
  • Programmes de formation (Rotary Positive Peace Academy/ Rotary’s work in positive peace)
  • Rotary Fellowships
  • Rotary Youth Exchange
  • Rotary Action Group for peace
  • Rejoindre un comité interpays.

Ellina et Fergal ont souligné l’importance du rôle des CIP .

3 Serge Gouteyron, Past International Vice-President, rappelle le lien entre Lille et Strasbourg où il y a eu les premières rencontres de paix entre Allemagne et France qui ont conduit au premier CIP.

Demain le « long chemin de la paix » sera dédié à la paix avec deux Prix Nobel pour la paix .

5 Les bureaux 20-22 et 22-24 se réunissent. Le Président Mohammed Ghammam offre des cadeaux aux membres du bureau 20-22 .

6 Le Président Mohamed Ghammam présente le plan d’action :

  • Création de nouveaux CIP par zones et continents
  • Augmenter les actions des CIP
  • Avoir plus de contacts avec le Rotary International
  • Participer aux Rotary Institute en présentant les CIP.
  • Modifier après considérations le COP 21.020 (ICC)
  • Parler aux DG, DGF, DGN .

10 Le Président Mohammed Ghammam ajoute au précèdent plan d’action au point 6 :

  • essayer d’avoir une expansion de moyen financiers
  • évoluer à devenir un programme du Rotary
  • travailler avec toutes les organisations qui s’occupent de la paix
  • donner de l’impulsion à la communication
  • aider à monter des Global Grants
  • intégrer le Rotaract
  • développer la paix dans les parties du monde avec des conflits, en donnant la priorité à la paix Ukraine-Russie et à la paix dans la Méditerranée .

On est en train d’envisager d’autres moyens de communication .

On projette le video « Enhance the participation of Rotarians” .

12 Antonio Strumia General Secretary montre :

  • la liste des trente conflits plus importants dans le monde (Council on foreign relations). Dans certaines de ces zones de conflit il y a des CIP.
  • la liste des 678 CIP par zones de Rotary. Il y a des zones sans CIP.
  • la liste des 678 CIP par continent. Environ 60% en Europe, environ 20% en Asie, 10% en Afrique et le restant 10% dans les autres continents .

On peut consulter les trois listes sur le site web.

13 Après la pause-café tous les participants prennent la parole .

Les thèmes les plus débattus sont sur le rôle que les CIP doivent avoir avec le Rotary International. On souligne que la tendance du Rotary est de réduire le nombre de programmes (aujourd’hui environ 300) pour se concentrer sur les essentiels (on pense même arriver à 30) .

Beaucoup des participants présente leur pays et les projets faits par les CIP .

On signe un protocole d’accord avec le NC du Sud-Afrique .
