ICC: The Strategic Network That Can Transform Rotary’s Impact

The Strategic Value of ICCs

In an era marked by increasing global interconnectedness and growing complexity, Rotary International recognizes the unique network characteristics of the ICC as an important district resource. This network adds value to the experience of Rotarians and Rotaractors, giving greater reach and impact to the actions developed in each district by the Clubs and facilitating and enhancing the work of the Governor.

Current Situation, Perception, and Need for Change

In February 2026, there were 721 National Sections, spread across 108 countries and 34 Rotary zones.
We know that in some of these areas, activity related to the ICC is incipient. Some districts know nothing about the ICC. Some Governors-Elect have no interest in learning about the ICC. The Rotary world’s perception of ICCs is still insufficient.
Many Rotarians and Rotaractors are unaware of the possibilities that the ICC offers to their activities, which means that clubs, districts, and Governors do not fully utilize this resource for the benefit of their Rotary work. It’s time to change this status quo.

A decisive Moment.

Throughout the history of organizations – and also in the history of our lives – there are decisions that, among many others, take on a decisive significance. As Stefan Zweig reminds us in The Great Moments in Human History, certain moments emerge with a transformative force and come to occupy a central place in the course of events.

The structural ecosystem created by the new Presidency of the ICC executive committee was designed to change this situation. We feel that this is the moment.

How will we proceed?:

We believe that the core of the problem has two aspects: The Clubs and the Governors.

1.  Clubs need to be informed about how they can use the approximately 750 international sections of the ICC to help them find:

  • International partners for their projects
  • Technology that allows Clubs to develop more ambitious projects
  • Funding for projects, in addition to TRF
  • Help to learn how to choose projects and the procedures to apply for grants
  • Rotaractors participating in this development.

2. Governors should prioritize contacts with ICC District Chairs and realize that, since the ICC is a District resource, the work of the Clubs, the District, and the Governor is enhanced by ICC participation. It is suggested that a working group be created in the district to coordinate and streamline these processes, which include:

  • District Project Chair
  • District TRF Chair
  • District Chair International Service;
  • Rotaract Representative;
  • ICC District Chair.

In this way, it will be possible to mobilize the entire network that ICCs provide for the benefit of the Clubs and the District.

The deep, stable, and trust-based international relationships that ICCs provide allow for a rapid response to crises, facilitate the execution of complex projects, and build lasting cultural understanding. Unlike one-off international partnerships, ICCs offer institutional memory, proven paths of collaboration, and networks that span generations of Rotarians.

It is this vibrant internationality, this capacity for connection, and this strength of cooperation that clearly remind us why we belong to Rotary International.

Ultimately ICC constitute opportunities without limit.
